so you can fly into the town. But you cant use the flightmaster to leave unless you do the quest chain to unfreeze the people. But there is no quest anywhere around town that I can see to start it.
That is the first part of the Drustvar zone quests and starts on the map in the harbormaster’s office.
The same thing happened in Legion, some quests chains not being available unless you started them from the map in the order hall (as intended). We should get used to that being the way things work now.
