Is there a bug with finding the pebbles in Dalaran so that I can move Dog from the Garrison? I have spent a lot of time running around Dalaran with my /target pebble macro and not a single one.

Well, there’s your problem. They’re not targetable by name, only by clicking on them. So you’ll have to search by eyeball in the spots described in Moused’s map.

No half-buried dog dish at described location on Isle of Dorn.
Confirmed I’d done Lost and Lonely quest in Pandaria that starts all this off.
Dog is sitting in my Garrison herb garden.
There are no pebbles to be found in Dalaran, even using Moused’s great graphic. I can positively recognize location of one of its closeups and the pebble showing in it isn’t there.
Dog is not anywhere in Magical Menagerie is Dalaran.
Now what ?

Well, this is the step you’re missing. This definitely worked a month or so before TWW prepatch, but it’s impossible to know if it’s broke now or just bad RNG.
You have to find a pebble in Legion Dalaran (assuming it’s not phased weird by the TWW introduction quests), loot it, go back to your garrison, and interact with Dog there to trigger the copy to Dalaran.
Hopefully, if you’ve already blown up Dalaran, doing all of this “out of order” won’t break it and make it uncompletable. But for now, the first thing standing in your way is that pebble.
This is looking like a bug
I’ve done all the steps except for the pebble in Dalaran handed off to Dog in Garden.
Some years ago, I did collect a pebble, and certainly within the last year or so, tossed it completely forgetting its intent.
TWW and all of its Dalaran phasing and… I cannot find a pebble anywhere.
So while they added Dog to TWW… they didn’t check phasing and likely assumed you had already moved Dog to Dalaran prior to TWW.
Not cool.
While it might not be the best solution, Pebble can be listed on the AH and thus purchased from there.
It has been many years since I moved Dog to Dalaran so haven’t needed to use the Pebble since then. But would it still work just fine to use a Pebble purchased from someone?

You’re a lifesaver, this whole process was beginning to really annoy me.
Checked various realms, AH prices from 3.8k up to 15k. Bought a Pebble, dog at Garrison recognized I had one. I clicked on the Pebble in bag. Briefly worried as dog was still there but now he was also in Magical Menagerie in Dalaran. And Half-empty Dog Bowl now was there in Isle of Dorn so we have a Faithful Dog.

It’s an effective workaround, but if the pebbles are genuinely not available any more, it’s going to have diminishing value as the AH dries up.
I hope the devs address the root cause soon.

With all due respect, I just got my pebble today. And they are not truly visible. They don’t look like pebbles. It’s merely just a tiny shadow on the red rocks that make up the street in Dalaran.
I moused over it, and my pointer turned into a cogwheel. I got in close enough to interact with it, and I had a “Pebble.”
I then hearthed over to my Garrison, went up to my dog, and right clicked on him. It gave me the option to show him the pebble, which I took. I guess he sniffed it to get a sense of Dalaran, and when I teleported back to Dalaran, he was in the pet shop, and when I clicked on him, it said that he looked good and Breanni must be taking good care of him.

It does work. Just did it 9/3/24 before weekly reset.
To see the Pebble easier, I turned up brightness on my UI. The shadow stands out. It looks like a dull penny kind of grey-brown circle that changes to a cogwheel to interact. Found it by the Antonidas Statue.
Show the pebble to Dog. Don’t toss it to him!!! If you do, you get to go back and do this all over - or buy one. Which I did.
Low pop server 500g (I saw as low as 50g high as 25,000g), so check Undermine Journal - also how long it’s been up for sale. A few servers it was long gone.
By not destroying this one, I can sell it on the AH I guess.
Anyway, got Faithful Dog which was the goal. Thanks for all the helpful tips here!
Same for me. I have had the dog for a long time and made sure he was in the pet shop in Dalaran and pet him. Still no bowl on Dorn. 
I picked this up the other day. if you know what the pebble looks like, it shows up pretty good.
i put mine in the bank for my other toons to use as and when.
I couldn’t find the pebble, so I just got it off the AH and all was good

I spent a little over an hour slowly walking (yes, walking) around the areas indicated on the map that had all the spawn locations. I never found one.
A guildie had one in her bank from when she’d done that part of the quest, so I was able to get it done, but man. I’m glad they’re still there, but I never saw one and was worried they just no longer spawned.
I’m glad I was wrong and people can still do it.
Some people can still do it, but not everyone. With all the changes over time and Dalaran itself moving around, the rules have obviously changed as to whether pebbles are visible or not. Or apparently what they look like on the ground.
One of the circled closeups in Moused’s link has a background that is clearly identifiable so that we can go its the exact spot in front of The Arsenal Absolute. Having spent almost 15 minutes there, zoomed in to highest resolution and slowly mousing over every square millimeter of screen, there was no pebble or pebble shadow there. Thank goodness they’re on AH.

I know this is an old thread but figured I’d add on to it rather than start a new thread.
I have done everything up until finding a pebble in Legion Dal. I got Handynotes that shows me the locations and I’ve gone around several times, but there’s nothing. I’ve tried turning on the interact function, nothing. I checked the auction house and there weren’t any. This is definitely a time sink if it’s bugged.
