Nope, gathering skills like that have a chance to fail, herbs, mines, skins.

It just means that your skill isn’t high enough to 100% successfully gather it, and sometimes you’ll fail. Solution is to gain more skill.

When you are just barely high enough in a skill to gather something, you have a chance to fail. I’m not sure the exact point range where you can fail, but it’s not that large, so after the first few nodes in a bracket, you shouldn’t run into many failures.
I’m at Max Skinning, does that mean I need to search for that enchant to get it to go away then?

Is the Winterspring Frostsaber guy out yet? I don’t see him where he should be. I wanted to start the rep grind to get it 
Yup. At max level, you’ll need to start looking for various things that can boost your skill level for the highest level stuff.
