Is it a good idea? To, say, limit one faction from logging on if the balance is worse than 60/40 and to offer transfers to another server that is more balanced?

It’s a terrible idea. Queues are for dealing with load problems, not balance problems. I’d be fine with prioritizing the queue for one faction in favor of balance when there is already a queue to login. But arbitrarily adding a queue where there isn’t one already? Hell no.
BGs will address the problem of faction imbalance by forcing even matches. Faction queues are essentially being added if you think about it, since the overpopulated faction will have a longer queue time for BGs.

I think faction queues can be a good thing, but only if free character xfers are available to that faction at the same time. Otherwise whats the point of an incentive to transfer if you can’t?
My server is 60/40 alliance favored. Try again.

Keeping some from playing the game because others can’t hack the server type they chose to play on would be very bad.

1st it won’t fix the issue. If the server is 10k cap and 70/30, queues start when its full. The ratio still will be 7k hordes / 3k allies.
2nd its unfair for people that pay the same money as others.
3er it’s just move discomfort from player A to player B, based on the mistakes of player A.

Actually, if you cap it at 50%, like the OP suggested, there will be 3K allies, 4.5K horde.

What mistakes did Player A make? When I rolled this server, there wasn’t any forecasts of what the faction balance is like. In fact, we specifically avoided the streamer heavy (Faerlina) server and picked one that was devoid of streamers.
So you want that people wait in line when there is room for them just in case other player want to log?!
You can play the game, dying is part of the game.
You rolled on a pvp server, that’s the mistake. That’s why there is ZERO post about imbalance population from pve realms.

This is my biggest problem with the idea of faction queues. I doesn’t fix the problem. It just makes somebody else the victim.
