i think the solution is an overpowered core race, specifically half elves, not high elves but half elves, with exclusive access to a new class - the bard. and it has to be a core race, not an allied race and selectable from level 1, with access to the new human customizations for asians and africans. and great racials. with their own starting areas like the other core races. and they have to look nice.
