If I change factions on the same server, can I keep my same name or will it force a name change?
You can keep your name. Just type the same name in again.
IIRC, all services that initiate some form of character recustomization will also give you the option to rename yourself.
In short, it’ll be up to you.

You’ll be given a name change option along with it, but you can always keep the same one.
