I want to get both mounts from Eye of Eternity. Do they both drop from the same mode, 10 man 20 man? Which mode is best to farm them? And does this raid have a heroic mode that’s better?

Looks like they both drop from 10 man only. With the blue drake only dropping on 10 man. Although they can drop independent of each other. I remember doing a run with a friend a few years ago where both dropped at the same time.
There is no heroic mode for Eye of Eternity and you can only do 10 man OR 25 man. You cannot do both.
An easy way to check would be to simply look at the adventure guide entry for Malygos. Some sources say the blue drake can drop on 25 man, others say it doesn’t. Stupid update won’t let me check in game atm.

When blizzard put the blue drake into the oculus random dungeon bag, they made it so the azure drake dropped from both 10 and 25 man. Due to them actually removing the blue drake from Malygos’ loot table. When Cata prepatch happened, they added it back to the loot table. But different sources, sometimes even different pages from the same source say it was only readded for 10 man, or that it was added back in for 10 and 25 man.
The only way to be sure is to check the loot table in the adventure guide.
The Oculus random dungeon bag was a bag you got if you completed The Oculus when you got it as a random heroic.
And looks like it drops from both 10 and 25 man according to the adventure guide. So to answer the OP’s question, choose whichever difficulty you want. It does not matter w.r.t the mounts.
