I just got to 70 on my new character and my Ilvl is only 362 so i can’t que for heroic dungeons. Can anyone explain (in detail, like I’m 5) how to get geared up so i can PVE? Do i just have to run normal df dungeons for now or???

I’m going to copy/paste a reply I gave to a similar query last week, because I don’t want to write it all again 
Well it’s never been easier to get catch up gear, OP! The dream surges are awesome for it. Head to the active dream surge zone (this week it’s waking shore) and pick up the quests from the blue-green crescent moon looking icon. If you haven’t done any before there will be two, and on subsequent weeks just one. Hang out in the zone for a while, do the quests, kill the empowered rare spawns as they’re announced, and participate in the Dreamsurges as they spawn every half hour.
Doing this you’ll collects a few bits of gear as well as a lot of Dreamsurge Coalescence (DC). DC is used as currency to buy ilvl 402 veteran gear from one of the vendors at the blue-green crescent moon icon spot. Only 100 DC per piece! Additionally, the weekly quest will reward you one Dreamsurge Chrysalis which can be used to buy a piece of 415 champion gear from the other vendor.
In addition to doing activities you will also occasionally just find DC orbs floating around in the zone. Fly through them to collect them. Do all this and you will collect hundreds in no time. Very easy to get gear.
Ooh, also. Trinkets. The dreamsurge vendors don’t sell trinkets. But the time rift vendors in Thaldrazus do. Do time rifts (they occur at the top of every hour) to earn another currency, Paracausal Flakes. The trinkets each cost 1750 flakes and are ilvl 402 veteran.
You’ll outgear heroics in no time!

I got up to ilvl 400 or so just by doing all the quests in each zone and by doing 1 dreamsurge. There are all kinds of catch up mechanics in the game now.

on my server auction house isnt really an option.
376 gear is cheap on all servers. You have to vendor it by the dozen, they just sit at vendor price. There’s no server that is THAT dead that no one can stock this junk. Even if there was, the bots would be all over that. It would be a new gold rush.
Find the dragon head icon on map do quest there…
Find the portal looking icon do quest and kill rares when they pop up. And skip heroic and go to M+ 2
And do the time walking 5 dungeons quest.
If you do that, you should be around 390 in an hour or 2

Just go run world quests and hunt rares in the activr dreamsurge zone, indicated on your map by a blue-green leaf looking icon.

There’s usually some form of world content to get caught up with.
On the map, you will notice several events that are happening. There is one that is a green-ish portal, there is another that looks like a giant dragon head, and there is another that looks like a horn just outside of Valdrakken. Near these are quests that you can complete for either gear, or currency to gain gear. This gear is considered “catch-up gear” which is used to get you into higher-level content faster. This gear will be better than heroic quality gear obtained through heroic dungeons. After you’ve gotten this gear, you can run either Normal Aberrus (The raid found through the group finder) or Mythic level dungeons (also through the group finder)

You can talk to the panda near the portals to get a key. Even at 362 you aren’t going to brick them.
Just do the zaralek caverns quests and use fightstones and crests to upgrade the gear you get. That will put you at a high enough ilvl to do LFR, along with spend your spark you get on a single piece of gear that you know you’ll need or will carry over to the next tier.

I’m not the best to ask as I’m a walking failure in all things. But Dreamsurges seem the best way to get geared. fly around, collect green orbs. Do World Quests, kill rare mobs infused by dream energy. The equipment is 402 with a weekly 415 piece.
