Talent Expeditious Fortification should reduce CD of Fortifying Brew by 2 minutes, however the initial 4 min cooldown does not change even after you invest the talent point.
I’m still seeing this as so. Just decided to try out the talent today (possibly three months after this post), and it still is showing at 4 minutes.
Fort brew is a 6 minute cooldown.
