Can not use the pearl to use artifact power for leveling up the Angler, nor can they benefit from Artifact Knowledge.

This is an issue for all classes and races, not just evokers.
Pearl now accessible to Evokers but the tree is missing. Maybe they will get this right next week.

Edit: I, too, am having the same problem. I can now access the pearl, but my Angler, with the 4500 points it has, does not show any traits, so I cannot assign them.

Each maintenance only seems to fix a small issue associated with it. Wish they would fully fix it to be working completely.
I hope everyone affected by this problem is following closely, because I came up with a fix you can do all by yourself!
First, acquire enough AP (100) for the first power on the pole. Approach the pearl, then open the Artifact UI for the pole, as one normally would. Open your chat box, paste and send this command:
/run C_ArtifactUI.AddPower(1021)
This should purchase the first power on the artifact, causing the UI to update and make visible the rest of the tree. Happy fishing!

OMG bless you, this worked for me as well 
Tried the fix on a non-Evoker alt today and, while I got the first power, the UI did not update. Not sure this is still working as of 11.0
