I made an Evoker to level through the event and thought they started at level 58, but when I started mine it was level 10. Not a huge deal since the event levels you quick and their starting zone goes by pretty fast, but when did that change?
With the pre patch, 11.0.
Edited to add, you can make more than 1 on a server now too.

It’s since the War Within came out - it also means you’re no longer limited to just having one evoker per realm, in the same way that you were limited to one Demon Hunter per realm during Legion, but they also now start at 10.
