Evoker Devastation Weapons - which to use?

To my understanding intellect takes priority, so should I always use weapons that give me the most intellect?

I really like the duel hand look and don’t want to use staves/two hands but it seems that they give the most intellect atm. Is devastation supposed to use two hands?

Using a main hand/off hand combo should give you about the same intellect as a two hander if they are the same ilvl. (One handed weapons will have less intellect than the two handed ones, but the off hand should make up the difference.)

You are going to be at the mercy of which weapon types you can actually get your hands on. (Sometimes its easier to get good main hand/ off and; sometimes the 2-handers are easier. And sometimes your luck with drops will be the issue.)
