I see some evokers walking around that have armor showing, silly question how does one do that ? Is it a transmog thing or a setting that I missed during evoker creation?
Its a setting during evoker creation. You should be able to go to the barbershop to make any updates you want.
The last two tabs on the customization of the draconic form are chiefly armour.
They cannot transmog as Blizzard wants to make them retain their draconic feel.
While simultaneously contradicting themselves by allowing them to cover up with barbershop armour.
