You guys are so dramatic it’s wild ngl.
Racials are not worth rerolling over, plenty of good players succeeding with awkward race/class combos. People who play exclusively for racials likely won’t be around long anyways.
Population imbalance being so bad that it considerably impacts pve group forming is MAYBE the case on like… 1-2 servers tops.
The solution to that would be to merge/provide free xfers to that server.
