No, but theres no guarantee what everyone elses gear is.

It’s how the system works.
The current PVP gearing system is a delicate mixture of progression and balance.
It affords progression in the form of gearing over the course of time (Honor/BT/Conquest, sockets, etc.) , while it affords balance nearing the end of that progression - and just in time for competitive play.
It’s actually a well thought out design model to have people progressing towards parity.

Is it really worth having that carrot on a stick? It has nothing to do with actual player skill and just randomises the game.
Wow is an RPG. People play RPGs for progression. They’re not going to get rid of progression because you can’t handle a short grind. Go play Spyro.

Well you want to pvp without needing to gear, thats your option.
You literally can not join rated unless you have proper gear.
You wont last in unrated without it either.
Your choices are gear up or enjoy your time elsewhere.
Game has worked like this for 20 years.
If you want to play fortnight then go do it.
This is an MMORPG.
