Every time I log off/on or take a portal all of my spells disappear off of my action bars. I can’t even play the game right now. Need help asap.

It just started for me out of nowhere
Does anyone have a fix to this?
I am also having this issue. Just installed the game last night on a new PC, so I don’t have any addons other than what came with the game.
