Phalanx is not in any of the raids but is a requirement. Surprised at this. Not a huge deal for me and I’m not joining a pug for 1 boss.
He absolutely is in LFR.
After the first mini boss and all the trash, you have to open a door and he will come out - may just have to approach it, I’ve never seen it be opened, he always just appears so I may have just not seen anyone click the door.
To save any bother looking at my armory:
I have only ever done it on LFR.

I remember in the Old/cata era BRD you had to get the dwarf drunk and he do some property damage and that would summon the golem guard.
Not sure if its the same in the 2024 version.
