The Eternal Palace raid seems to be bugged at the moment.
I first ran it on my hunter and was able to clear all the way to Queen Azshara, where her encounter proved incompletable. I was able to activate the titan device to start the fight, but after a few attempts she never spawned the cursed lovers, Aethanel and Cyranus; only Overzealous Hulk mobs that unfortunately didn’t progress the encounter when killed.
I then ran the raid again on my druid, and got stuck on Lady Ashvane. Her and Queen Azshara exhausted all of their dialogue before Lady Ashvane transformed, but she spawned floating above the platform too high for me to attack.

Azshara is bugged for me. Tried both LFR and Mythic version. The “two cursed lovers” never appear in the arena and then Azshara flies around in mid air immune to damage.

As others said, the cursed lovers do not spawn on the Azshara fight. However, if you wipe intentionally (just stand around a minute or two), you can restart the encounter and it worked on the second attempt (at least for me).

Same, the lovers are not appearing. How can a raid instance from 2 expansions ago, nearing 3, can suddenly bug, when you want to do raid more than ever before…
I’ve got the same issue, the cursed lovers are not spawning on LFR. Have tried twice now and got the same issue both times. I cannot wipe due to self healing so am unable to see if that fixes it.
Thank you. 20 minutes 54 seconds on our first try, and we ended up having to hearth out. Second try, the lovers spawned, and we killed her right afterwards. Sigh.
