I have also attempted two clean Nvidia driver reinstalls and two reinstalls of the game (including complete removal of the entire WoW directory). And have since install all available windows updates.
Feel like my last option is a registry cleanup, but would really like to avoid that if at all possible so any other suggestions are most welcome.
I notice the error is on Classic. Is it occuring on BfA as well? The error itself points at the graphics. Let’s take a look at your DXDiag system report.

“Driver is not validated for this computer,” apparently because HP uses a customized driver. The link provided by Tratt shows the Nov. 2018 HP driver as the most recent.
1 - your bios seems to be behind by 2 releases - and the reason I’m concerned about that is that the only note of the BIOS download is “- Provides support for Windows 10 v1903.” Check and see if your laptop has BIOS F23 available. If so, I’d install that, then test.
2 - If that doesn’t work, then make sure you have a copy of the Nov 2018 hp driver downloaded, and you could uninstall the current driver, reboot, and then install the latest Intel driver and test things. Laptops can be weird about these things so this is definitely an at your own risk suggestion.
Excellent questions and I had wondering why the integrated graphics were causing problems since I have the mx150. So I disabled the 620 and no longer get the error.
Edit: disabled integrated, opened WoW advanced setting and switched source from autodetect to mx150. Reenabled integrated and no longer get the error. Appreciate the help. Thank you.
So I rebooted my machine this morning and the problem persists. The only way to avoid the error is to disable integrated graphics. Although it’s nice to have a workaround, I would prefer to have a machine that functions properly.
So far this morning I have reinstalled the game once and the Intel graphics twice, both times having used the DDU removal tool. The first time, I rebooted as normal and allowed Windows to install the driver automatically. The second time I disabled internet and installed via HP’s driver installer.
You may want to check inside the Geforce software and see how it is set to take over for games and such. Often these handoff issues are due to power configuration settings, or other such settings that are scattered throughout windows.
Here’s what I find. If WoW is set within the NVIDIA control panel to use the NVIDIA gpu, I get the error. If set to the integrated graphics, I do not.
However, if upon game loading (using integrated gfx), I attempt to change the settings in the game to use the NVIDIA gpu, the game crashes: “unable to start up 3D acceleration.”
