The amount of time you spent in queue actually has no bearing on your chances of winning. Your team has to play better.

I’ve been flipping from dusty unused alt to dusty unused alt to farm for the Love Rocket. Horde-side DPS I’m waiting like 1-2 minutes and Ally-side I’m waiting 10-15. Is it always like this for the PVE stuff?
Yes; I guess Alliance isn’t really big on PVE. The only fast Alliance PVE queue I know of is queing for any 5 man content with a tank.
It all boils down to two things:
For the first, Horde is at a 4% advantage for level 120 population. For the second, Horde has more players doing instanced content because it has the larger competitive population of the two. In other words, Alliance not only has fewer players, but also fewer players doing anything more than outdoor PvE content. As a result, PvE queue times are in a place that’s a reversal of PvP queue times.
Both long Horde PvP queue times and long Alliance PvE queue times stem from fewer Alliance players.
For the second, Horde has more players doing instanced content because it has the larger competitive population of the two.
Where “competitive population” includes people who do Raid Finder and warfronts?
We may just have fewer active players period. Maybe it’s just that we are focusing on outdoor content, but if so it’s not just outdoor PVE content; there are plenty of Alliance in war mode at assaults.

Now I’m just talking about players, not distinguishing between players just hanging out in Stormwind and players doing content.

Population imbalance, i think the actual imbalance is worse than anyone wants to admit.
There is no way your queue is that long.
I bet you have multiple queues at the same time.
Let’s say 15 min for epic bg then you also queue into random bg 8 mins.
You accepted random bg because shorter queue popped, then when you get out you missed the epic bg queue so it forced your queue into oblivion.

FWIW, I think the non-kiddie Aussies are better at epic BGS than most NA ally…

WM population at a given time is made to look busy due to sharding … it’s not a true indication of population numbers .
If alliance have an inordinate time waiting for WF’s then I am going to assume that the issue is very serious and the alliance nos are really low because horde wait times are non existent for anything other than activity which calls for alliance to be present as the opposing party ( BG’s for instance )
