Correct, but queueing as a raid into random bgs is not, so by doing that with sync queue you are exploiting. Leason over.
No one is queueing as a raid, players are queueing as groups.

Nothing. But dropping queues until you get multiple groups into in order to form a large organized group is not, hence exploiting.
