BiS for short fights only. Any fight that’s longer than 45 seconds, probably not so good.

Right now there are a lot of fights under a minute. Not so many in AQ40 and Naxx.
Even without it being “BiS” for longer fights, having a Haste CD is significant.
5% mana cost reduction is also huge
It’s not just bis for those two classes.
the rogue and hunter ones are also coveted in my guild
the paladin one is interesting. instead of haste, you get 10% more crit.
i think hazzarah will be worth equipping on most fights in later content where damage taken by your raid group is high and you can make good use of greater heal. 6 greater heals without the haste buff vs 10 greater heals with. depending on your rank thats an extra 7-14k healing done. it would take a lot of +healing to bridge that gap.
