Continue the pursuit of Xal'atath and confront Gallywix's forces in the industrious streets of a city suffering from the conflict between the four major Cartels—Bilgewater, Blackwater, Steamwheedle, and Venture Co.
The journey to Undermine requires level 80 and the completion of the Khaz Algar leveling campaign.
So… what about my alts who haven’t done the campaign at all? Or does it count for the whole Warband if it’s done once and I turn in the quest to Brann upon hitting 80?
They specify the leveling campaign, which is the one you can tell Brann to skip after an alt hits 80, so I assume you only have to do it once.

Yes, Gallywix is “bad” but you didn’t have to write him that way and you could have pushed him in a different direction along time ago.
I mean he’s been pretty much the worst from the jump.
They could have written an entirely different character, yes, but then he wouldn’t be Gallywix lol
You’ve got Gazlowe now, who’s better established and less cartoonishly evil.
I don’t expect someone that has every single one of their faction leaders, minus one, to understand 
Oh and he wasn’t a raid boss, he went out like a champ. One of our leaders was killed by a level 1 demon.

Will the goblin cartel reputation be character specific or once you pick one cartel it is locked for all characters in the warband?

But I’m dead serious about killing Horde leaders. I really wish they would stop it.
You can skip the leveling campaign. Max level is required. Dragonflight was same thing iirc, you needed 70 for emerald dream stuff.
Yeah, I get it. But my argument is that Gallywix’s identity as a “Horde leader” was always pretty loose.
That goblin commercial might be the single greatest bit of marketing blizzard has ever produced… ever.
