Is the Envoy of Winter an event you can only do once a day? It will let my pick the Shiversnap Blossoms but it won’t let me put them in the well, the event itself isn’t even showing up on my map. Is this happening to anyone else?

Same! I’m wondering if it’s a weekly?? But even that doesn’t make sense as I see so many do this daily. I’ve been able to do it once a few days ago. Nothing yet and I’m trying everything. Does anyone know??
I have the same exact problem I can pick up a few of the flowers but can’t actually put any in the well and nothing ever shows up on the map for me saying when it’s up. The only reason I ever get rep for it is bc I have my hunter character parked by the well and see it’s being hunted by others when I check in. I parked that character bc as a hunter i’m also trying to tame it but that’s nearly impossible at the moment with everyone just wanting rep from hunting it.

Ok I think I figured it out. It’s the well, once you gather flowers and throw them in and get him to spawn that’s it for the week. (just tried on my alt and I couldn’t throw the flowers in the 2nd time.)
He spawns about every hour, give or take a few minutes and I also believe that it is a weekly. So once you have killed him and the quest is marked complete, you cannot summon him again, ie: can’t add flowers to the well, but you can kill him as many times as you like. I switched to my alt today and I was able see the pop up for him and see it on the map as a rare once he spawned.
I couldn’t see it on my main and never received an alert for it after I killed him a few days ago. To make sure I would try out the scenario tomorrow after reset and see if you can do it.
Also, for the hunters, I completely forgot about war mode! I found a comment on wowhead about switching to WM and taming. If you go in war mode and summon winter it’s a fairly easy tame. I did it on my server and there was no one around. If you do it regular it’s nearly impossible.
Oh and after you tame he does respawn about 20 seconds later.

Ya gotta throw the flowers in the well, six at a time, and they’ll appear.
I think you don’t understand. We can see the flowers to pick, and pick them. BUT the event is not showing up. We are not getting the icon to throw in the flowers; and the map is not showing the rare is even available.
I have ONE hunter that the event is not showing up on. I can pick the flowers, but can’t throw them into the well. It’s awful because as a hunter wanting to tame, you know that isn’t happening when we have to wait for others to throw flowers in. 
If the event for the rare isn’t up, then you can’t do it. That could be because you just recently did it or because it’s not active yet.
I believe it’s a daily reset.
