I disagree that its problematic, for a couple reasons.
Reason 1 is it engages the player to use a touch of thought to play well, instead of just pressing buttons mindlessly.
Reason 2 is synergy. Its a combination of talents that work well together.
Also, if you have dead gcd’s with this version of enhance, something is wrong. Theres always something useful to press.
Low haste being slightly problematic isn’t exclusive to enhance either, its standard for many specs - shadow priest requires high haste to get proper value out of mind sear, for example.
Enhance is in a great spot tbh
