The new Tempest ability for Enhancement Shamans has inconsistent / confusing behavior when paired with Primordial Wave.
This is reproducible on the 5 training dummy pack.
Two outcomes occur:

Tempest will hit ONE target and then Lightning Bolt will hit all 5 targets. This seems incorrect to me, if Tempest isn’t cast on all 5 targets, then at least it should be Tempest on one target and Lightning Bolt on the other 4 targets. But in my logs it is clearly 6 casts instead of 5.

Tempest is cast on all 5 targets but at significantly reduced damage. In fact, again, this actually casts 6 tempests, one on the main target and then again on all 5 targets. The combat log reads 30 or so hits, but at strangely reduced damage. My tempest typically crits for ~1.7 million damage to the main target with 10 maelstrom stacks. When this occurs, it crits on all targets for about 600k, then splashes for around 300k.
Neither of these seem correct and this is easily reproducible by beating on the training dummies and monitoring your combat log.
What I would EXPECT to happen is one of two things:

Since Tempest replaces lightning bolt, then Primordial Wave would cast Tempest on all targets affected by Flame Shock and the damage would be normal, not reduced.

Or, Tempest would hit the primary target and Lightning Bolt hits the secondary targets, but it shouldn’t also cast lightning bolt on the target I Tempest’d, the damage spike is insane.
Things I’ve ruled out:

It doesn’t matter how tempest is generated. Getting it via spending 40 maelstrom or getting it via Accumulated Storms seems to have no impact on which outcome occurs and it seems completely random. However, the Tempest + Lightning Bolt occurrence is more common.

It doesn’t matter where Flame Shock comes from. I tried it with spreading a hard-cast flame shock, I’ve tried it with spreading a Primordial Wave applied Flame Shock, this doesn’t seem to matter.
