Yes, it’s normal.
It mostly clears up if you run the Frost Witch legendary, but it depends a lot on procs.
If you run a talent + legendary setup that favors Mastery, then you’ll generally get more procs, and have more things to press, so you won’t notice this so much.
It also goes away with higher haste, as haste reduces your gcd and ability cooldowns, so any downtime you do run in to will be shorter.
It’s best to use the downtime to drop a healing stream totem, prepare for a mechanic, use some utility, like tremor, cap etc…
Downtime feels bad, but it can actually be useful, as it lets us do non-rotational things without reducing our damage.
Another way to deal with downtime (on procs) is to run the hot hand talent

The spec, despite what others say, it’s still clunky. The amount of crap we have to track in our whack a mole “rotation” is mind boggling. Shocks share a cooldown, so you’re stuck weaving frost shocks between Flame Shocks. We have to manage imbues that we have no choice in, so what’s the point…and we have to pick up and carry windfury totem from pack to pack.
With that said, legacy of the frost witch makes the rotation much better. But then you’re not going to be parsing like you would if you took doomwinds. Even with the recent LotFW buff, Doomwinds is still one shotting people and absolutely cranking dps in mythics.
The spec still needs a little bit of tuning in terms of abilities/rotation.
Yes, but even so, it’s still the most fun spec to play.
This was always the case in vanilla too, it wasn’t a problem, but because of how long the flame shock dot lasts, and the cooldown of the abilities along with other things we have to hit, it no longer makes sense to keep them this way.
Flame Shock can retain its cooldown, but Frost Shock should not have a cooldown at all. This would be very useful for PvP, and for those times when you don’t have cooldowns available. Especially if you take hailstorm, because sometimes you hit frost shock > consume maelstrom > do nothing for 4 seconds.
If you could just hit frost shock immediately again, this would be huge for us.
Not really no, they last an hour, you just apply them once an hour. That’s not really managing, it’s not like you have to switch them in combat, they’re not part of your rotation, and you don’t have to reapply them every 1 minute or anything like this. I do not understand why people are so against these imbues.
Yes, agree. It can be made to feel smoother, and do more damage, but blizzard doesn’t want us topping the charts, made quite obvious by their nerf of double Windfury, so I doubt anything will change. It’s still more fun to play than any other spec though.
Once you have sufficient haste you will have no downtime. I am 222 ilvl and I have 15%.
If there is downtime, its literally half a second or so every few minutes in which time you could set out a healing stream totem or just refresh Windfury (even if Doomwinds is on CD) it doesn’t hurt.
You should also be looking to multidot with flame shock and fill with frost shock as much as possible.
