I bet you all thought this was a storm weaver post, haha SIKE. Anywho, I’m genuinely at a loss for how the hell they coded healing surge for PvP. I went through every single set of class tuning notes I could find from June 27th onward, and this was the only reference to healing surge I could find (for enhance). Not only does the base value of surge not go up, the tooltip goes down by 11%, and the actual heal drops by 30%. If anyone can explain this to me please do. (with no gear) 10.4k outside PvP, 9200 tooltip in PvP, actual heal ~7400, despite a +4% pvp modifier (supposedly). There is no stormweaver interaction during any of this, and I do not have earth shield or healing class talents for any of this.

Awesome thank you, that explains the tooltip for healing surge being 11% lower in pvp, but not why it’s a 30% drop instead for actual healing.
I think that’s the 30% nerf to enhance healing surge that carried over from shadowlands.
It’s a 20% drop from tooltip and I have absolutely no idea why. Tooltip should be correct as healing surge has a 4.08 spell power coefficient, and all the calculations I did in different gear always matched the tooltip, but then the actual amount was 20% lower. I have no explanation for it.
