Engineering helms not competing?

I am puzzled why Engineering helms are below normal raid ilvl for uldir and only at normal raid level for the next tier on the PTR? When tailoring and black smithing can craft mythic level gear that is BOP and equal to mythic uldir on live?

How is this fair to engineers? Why can't we craft a mythic level helm for tide? Why can't alchemists craft a mythic level trinket?

I don't think some profession crafters should be able to make mythic level BOPS when others cannot. Seems imbalanced.
From what I understand, engineering helms come with unique azerite traits. If that is the case, and the azerite traits are the best for certain classes, then those classes would be required to have engineering in order to compete.
Some of those traits are superior but I dont think anyone would agree that they compensate for 30 ilvl difference from normal lvl to mythic level. Engineers should be able to craft mythic level gear or get an upgrade kit to apply to the engineering helm to raise its ilvl.

They are a gimmick required for farming the motherlode mount.

The recipe will drop at from the boss at any engineering skill level (I got it on an alt at bfa engineering level 63), but to get the final recipe part from the boss, you need to wearing the fully upgraded helm, and have some other stuff that you must wear the helm for.
