The Energy Redistribution Beacon embellishment appears to only function when equipped on both rings. I initially had it on my helm and a ring but noticed no effect. However, after swapping to two rings or even just one, it started working.
I have it on both my ring and my cloak and it seems like it doesnt work at all… WTF blizzard?
