I was thinking about a skill for Fury Warriors that would constantly give you rage so that even out of combat you would slowly be building rage to start a fight as mad as you could be 
Sounds like a better version of the old talent that slowed rage decay out of combat.
Would probably be placed against another pretty strong talent though if it’s giving free rage.

You’re speaking of the old “Anger Management” talent which back in Vanilla WoW, reduced the rate at which raged decayed by 30%. However, in TBC it was changed to generating 1 rage every 3 seconds which made it so that the talent had both benefits outside and during combat thanks to slowly gaining rage.
As far as having an “Endless Rage” like talent, I think that depending on it’s overall strength and the other talents that it competes against is what would determine whether or not it is worth taking. But with the new talent tree revamps coming in the next expansion, who knows.

In tbc, it generates 1 rage every 3 seconds even out of combat. Youre still losing rage out of combat though, so the gain is enough to slow the rage decay by roughly 30%. Which is what vanilla anger management did.
