Use the weapon with a lvl 1 character and use a damage spell - the bonus damage is not being honored from the enchant.
Spells at level 1 have very low Spell Power Coefficients. Lightning Bolt Rank 1’s is 0.125, or 12.5% of your spell power. This means that 30 SP should only be expected to add 3.75 damage on average.
I’m not saying it’s definitely not bugged, but the difference should be quite small even if it’s working, so you’d need to be very careful when testing.
