Enchanting Help Please

I am so confused. Someone please help me understand this, because it doesn’t make sense.

My main toon is Blacksmithing and Mining and I maxed out shields in the Armorsmithing tree. I am wanting to upgrade it to ilvl 636 and I understand that i need a Nascent Gilded Harbinger Crest. HOWEVER, it needs to be enchanted by an enchanter? I have an enchanter who has the recipe to enchant it on my alt, BUT the crest is soulbound so i cant even put it in the warbank. Does this mean every single toon has to have enchanting as a secondary to upgrade gear?

You buy the nascent crest from the vendor at the chanting table, and put in a work order to your chanter at the consortium npc. Voila.
