You receive 1 per quartermaster from Khaz Algar factions. I completed the quest that rewards them by talking to the quartermaster and they’re not in my bags/inventory. I tried to check item restore and they’re not there. I submitted a ticket in game, but thought I’d make this post as well. I hope these can be returned to me.

Something similar happened to me.
After getting Max Renown with the four TWW factions, I checked in with each of the quartermasters on all of my lvl 80 alts. Each of alt had 4x Enchanted Runed Harbinger Crests as of last week.
Two of my alts had a Spark of Omens, so I crafted 1 item on each of them, leaving 3x Enchanted Runed Harbinger Crests on those two alts before this week’s reset.
This week all my alts have only 2x Enchanted Runed Harbinger Crests, other than the two that crafted gear, which still have 3x crests.
It seems if you collected the Enchanted Runed Harbinger Crests before this week’s reset, and did not use any of them, you were taxed 50% of your crests this week.

Yeah, it sucks. I hope these will be returned to players.
It’s especially annoying that it’s disappearing/never appearing. Even if it’s a “visual bug” (which has been the explanation for things seemingly disappearing from warbanks/guild banks in the past), having to track or screenshot your bags and banks to ensure the items you have continue to be there is insane for a game this big with as many items as it has.

They answered my ticket and said I should be able to get the enchanted crests once I reach the required renown… when I have had the required renown for weeks/months now. Then they linked me wowhead reputation guides on the factions. I can’t believe I waited near 18 hours for this reply lol. Now I have to re-explain my issue, that I completed the reward turn ins and 2 of my enchanted crests just went into the void somewhere. I don’t have any faith these will be returned to me now.
My understanding is that they took away CS’s ability to restore items a long time ago.
Since these Crests weren’t deleted or sold, and therefore don’t show up on the item restoration page, the only thing left is reporting the bug.
The best we can hope for is that this gets escalated to the developers by the bug report monitors and we see a mass fix at a later date.

I just got another reply to my ticket and this time it was a canned response that seems vague and doesn’t address my issue exactly. Like it was copy and pasted. It doesn’t say I will get my crests back, in fact the wording implies I’m out of luck.
“We know how important loot is, and while things like this can happen from time to time, we’re confident you’ll get another chance soon.”
Not sure how I’ll get another chance on a quest/reward hand in that is one time only lol. This is really irritating to have no communication on if these will, or can, be returned.
Did you ever get any resolution with this?
My alts, who have completed all four Enchanted Runed Harbinger Crests but have not crafted any Spark of Omens gear, are still sitting with only two Crests in their bags.
Seems like it won’t be fixed before the end of the season at this rate.

I did yeah! Not sure how they did it but the quests for rewards off the renown quartermasters were there, even though I had completed them already, so it was like they had been reset for me.

Thank you for this! I’m flying around to re-collect these now, and so far so good.
It seems the culprits were the Severed Threads and Hallowfall crests for me. The rewards for these quartermasters have been reset on the effected characters I’ve checked so far.
Time to start crafting!
