In retail TBC , Formula: Enchant Weapon - Major Spellpower was changed in patch 2.1 (Black Temple patch) to drop from Bash’ir Spell-Thieves instead of the Razaani Spell-Thieves that it previously dropped from; as per the documented patch notes.
In phase 1 of TBC Classic which of these groups will this formula drop from?
Moreover, we are now based on patch 2.4 but with phased content. Does this mean we have drop tables for these recipes as they were in 2.4, or will they change progressively through the phases?

Two people in my guild now have the enchant, it dropped from the Bash’ir Spell-Thieves which means they are in fact using the post-2.1 (Black Temple) drop tables. This was also confirmed by a GM who responded to a ticket I filed.
That would also explain why items like Design: Chaotic Skyfire Diamond are in the game despite not being supposed to be part of Phase 1. My suspicion is that all world drop recipes will be in the game right away and as they were in patch 2.4!
