Enchant scroll needs Shadowflame incantation table?

I just picked up an enchant for my weapon off the AH and when I went to enchant my weapon I got this message in bright red letters across my screen:

Requires Shadowflame incantation table

When did enchantment scrolls require a special table to use? I’ve never run into this before and all my other enchantment scrolls worked just fine without a special location or table.

Does anyone know about this and if so, why does this one enchantment scroll require this and not the others?

Arbitrary game mechanics to get people out of the main city.

There is no reason for it to be a thing other than having to go to a place to do something and then coming back.

Just like crafting Slimy Boots, needing to run thru an entire dungeon just to make them.
