Enchant Scaling Not Updated to Current Expansion

Here is an example of what I am referring to:
Portal-Ripper’s Staff that is dropped by Ner’zhul in Shadowmoon Burial Grounds at level 10 has a starting item level of 33 (rare blue quality) with a chance to warforge to item level 59 (purple epic quality). That’s at level 10. At level 16 the starting item level is 51 (rare blue) with an item level of 77 for warforged (epic purple).
The weapon enchant “Enchant Weapon - Lifestealing” has a maximum item level of 50 for the enchant. Which means a level 10 warforged or a level 16 rare blue cannot use that enchant at all. This is just one example but there are many many enchants like this. But apparently at some point before dragonflight was released we were able to enchant a level 10 warforged Portal-Ripper’s Staff with lifestealing.
This character is an example:
Cutieqtcutie-BleedingHollow

Also, in every previous expansion the lower level enchants were still usable on below max level characters. So I’m just wondering if there is a plan to address this or what. Ideally the solution that is the most simple would be to remove the item level requirement and replace it with a straight level requirement (like max level 50 items instead of max item level 50 items). I apologize for hassling ya’ll with this. I know you’re super busy and have more important things to worry about.

All the professions from the old expansions have become completely useless, I’m puzzled as to how they can leave such a pile of rubbish in the game, very bad first impression of the game … either fix it or take it out
