Was hoping the latest beta release would fix this but the issue persists. Holy Paladin Discord say its been bugged because there is now an ICD for Awakening stacks because of hero talents that cast free spells.
Awakening has a 0.1s internal cooldown on applying stacks which makes it seem completely intentional that the free cast from empyrean legacy does not generate a stack.
