As title says, if you have an Empyrean Power proc for a free Divine Storm and use a Templar’s Verdict that is buffed from Empyrean Legacy it uses both procs. I assume this is a bug, I have not checked if the damage is increased. Additionally, using Word of Glory consumes the Empyrean Legacy proc and your next Templar’s Verdict will not cast Divine Storm.
