The free Divine Storm proc from Empyrean Legacy doesn’t appear to activate the Empyrean Hammers from Hammerfall. Did anyone else notice this?

For example, EL doesn’t grant crusade stacks
I guess by that logic…sure? It just says that Divine Storm will proc it. It isn’t stating that you need to spend holy power on it to proc it. It for sure should work with Hammerfall though.

DP does give Crusade stack right?
Just because otherwise these 2 talents would actively work against each other, so it’s an exception.
EL on the other end, you are spending 3 for FV already, you’re not spending 6.
Like, it’s not putting you behind is what I mean, where as DP would if it didn’t count.
Now for hammerfall though, it says “Templar’s Verdict and Divine Storm calls down an Empyrean Hammer on a nearby enemy”.
They name them, they don’t say they need to hit, which you could infer relates to the input itself and not whatever the input triggers afterward.
I could see it work either way.
Empyrean legacy free DS does not count as using an HP spender. It does the same thing with crusade stacks.
Empyrean power does count how ever.
I think it counts only if you use a gcd for it in that case.
Same deal with ep procs counting for crusade while el don’t.
We could in theory say the buffs for dp/el count as 3 hp.
