Emmisary of War - inappropriate items for quest rewards?

I completed the Emissary of War quest today, which is to complete 4 M+ dungeons. The item got was Iceblood Deathsnare, which is very clearly a DPS trinket. This despite the fact that my loot specialization is Restoration. I ranted about it in-game, and got a whisper some someone who said a similar thing also happened to him. It’s a bit frustrating to vendor an iLevel 402 item when most of my gear isn’t close to that, but I really have no use for it.

Am I out of line for wondering whether or not this is working as intended?

Getting real tired of doing raids and dungeons just to get fist weapons or staffs when I am a hunter! No you are not wrong to complain. Not to mention I get recipes for ever profession EXCEPT MINE!
