Can’t remember the last time Tortollans gave the ring/trinket. It’s been gold from them for quite a while. Not that I ever get anything good from those shellheads.
I don’t know there’s a good way to measure who would actually care in that instance. Anecdotally, I wouldn’t, nor would several other people I know, but that’s not really a good measure of it.
The inference here is that you would, and you probably know several others who would, so who knows?

Weapon for some, not for others. For my Monk it was a weapon. For my Warrior, it was a belt.

How would this game universe work without factions at each other’s throats? I can’t see it.
I heard tales of you. I thought it was a myth. I thought it was stories created to scare the little hordie to venture in the other world.

Dungeon world quest only awarded 400 ilevel weapon.
Still far below the 415 an emissary reward grants. And an emissary can be completed in 10 minutes… far quicker and easier than any dungeon clear.
From a lore or gameplay perspective? From a gameplay, works just fine - see Venture Company, Scarlet Crusade, Twilight’s Hammer, the Scourge, the Illidari (sometimes), the Burning Legion, the Old Gods, the Sha, the Burning Legion (again), the Burning Legion (3rd time’s the charm), the Syndicate, etc.
From a lore perspective? It’d probably be marginally more realistic as this perpetual state of war isn’t really sustainable.
Both my main and alt would qualify for 400 ilevel weapons from an emissary. If a weapon emissary ever happened that is.
Also, on my 420 ilevel alt I’ve been coining the world boss. Haven’t gotten any weapons from it yet. An emissary is a GUARANTEED weapon. That’s far more valuable.
i’ve gotten like 30384503498534 weapons from the WB. it sucks other people aren’t so lucky.
one thing i did mention earlier was doing pvp IE. you get 2 different essences, plus cap for the week, plus you get a 410 weapon from doing it. plus i think my pally got ANOTHER essence plus a duplicate 420 pair of boots from doing it out of the pvp cache thingy. my pallies weapon had a socket too so it was even better than normal.
this late in the week it wouldn’t be hard to do. just avoid it on reset and you should be fine.

my alliance pally has gotten 3 pairs of boots over 415 doing random things, including today. he only has 1 more 415 though so it would be nice if he’d get something different sometimes.
