I only completed the naz one on an alt and then I logged into my priest and it was already completed. Someone I was playing with told me they had the same experience.
So it looks like it’s account wide now. Or maybe it’s a bug

I didn’t even have to do anything. My emissaries just completed themselves.
If its account wide, yaaaaay.
My druid and hunter wont behind on ap levels as much anymore.
But how would it work for alliance and horde characters

Emissaries were functioning as normal on alts for me today.
It’s a random bug. There’s a thread about it in Customer Support. You won’t be penalized for turning in the auto-completed emissaries, because you can’t make the auto-completion happen.
