The Emissaries seem to be on autocomplete mode. Is that a bug or intended?

When I logged in this morning, the emissaries from yesterday and the day before autocompleted. Later today the emissary from today autocompleted.
it auto completed my AOO this morning when i logged on.
seems a really weird thing to break

Did you already complete it on an alt? Maybe that’s why.

Bans? lol no. Blizzard doesn’t even ban players anymore anyway, we haven’t even had a real ban wave since MoP, all we’ve had are suspension waves.
It’s not something you can repeatedly reproduce, you either get it or you don’t. Unlike other bugs, this one isn’t something you can exploit. People with multiple characters are more likely to experience this, but it doesn’t occur on every character so it is seemingly a random thing.
Probably not since there is no manipulation on the players part.
