The key addons do exactly this because they are actually used by top raiders and created by them.
Plus - I’ve NEVER had a lag issue with WA, decrusive, DBM, etc. on patch day.

Base UI works for casual play though. I have used it on a few characters that I was too lazy to properly set up. I also play addonless on HC as an additional challenge.
ElvUI has Profiles for this.
I use the same one of every character, but you can make different ones, and it has built in profiles for classes as well.
It also has a “Default” profile which I’ve never liked, and a “minimalistic” profile as well, which I don’t think I’ve ever tried (might be an interesting experiement someday).
Yes you have. DBM has definitely done this, as has WA. I cannot comment on Decursive because I don’t use it as much.
Stop playing on a potato. Time to look into cleaning your computer up or considering an upgrade.

I can play on ultra with no lag 
And you know what? You can disable those addons without destroying the layout of your buttons, key binds, and macros.
You can’t do that with elve ui.
