There seems to be some confusion with a particular group of people that lack comprehension, so there’s a part two to this particular train wreck that is ‘Blizzard Writing’.
‘But Elune says "In the wake of tragedy!’, she’s not responsible for what happened to the Night Elves!
She’s referencing a specific point in time when she answered the Winter Queen’s plea, the actual bit you need to pay attention to is when the Winter Queen tells her that those souls were claimed by the Maw:
‘Then I have condemned my favorite children.’
This is the bit that said people are ignoring. Elune intentionally allowed her children to perish because she thought they were going to Ardenweald, letting her devoted followers burn so the Winter Queen can have all that anima.
But wait, it gets better.
Then this happens:
Crocodile Tear
Which again, strongly implies she intentionally wanted them all to die because she thought they were going to help her cabbage-faced sister.
‘But Elune doesn’t interfere in mortal affairs!’
Scythe of Elune? Priestesses of the Moon? The Night Warrior?
‘That’s just empowerment!’
Oh really, then how do you explain THIS bull

Turning the Night Warrior On and Off
Seems to me Elune has the ability to turn the curse on and off at will, unless this didn’t happen:
The power of convenience!
AND, she gives Tyrande the CHOICE for vengeance or renewal, which is rather strange, Elune didn’t give any of the OTHER Night Warriors a choice.
Seems to me the only reason Elune denied Tyrande’s actual choice for vengeance was so the plot could drop ‘By Our Own Hands’ into our lap and save Tyrande from her actual choice.
It’s bad writing. Elune is terrible. End of Story.
