I can’t be the only one who doesn’t know what this is.
Each server is split up into X layers which are like mini servers that have their own instance of creatures, loot, quest givers, NPC, everything.
You can join a new layer by being invited by a player who is in one layer to a group. This allows people to get what they want from their current layer, then be invited to another layer where those resources are still available, claim it, rinse/repeat.
It’s essentially an endless farming technique for Gold, Materials, Creatures, XP, and Gear if you have enough active subbed Accounts willing to continue to spam invites at you.
An example of this being a problem is layer jumping when in a room with one or more chests or valuable resource nodes in a far corner of a zone. You can reportedly earn over 100g per hour doing this.
The ironic part is that nearly 100% of the new “World First” players abused this like madness to farm XP, Gear and Coin, and some of them even made REAL WORLD money by streaming their exploits when this is NOW something that Blizzard is actively banning players for doing when they are reported.
A real shame but as they say, exploit early - exploit often. It’s the WoW way.

The people claiming that layering abuse is having a significant impact on server economies are blowing things out of proportion.
It is not as simple as layering detractors make it out to be to abuse layering. Blizzard actually provided a very lengthy response ironing out the anti-abuse features they have implemented to combat this problem on a reddit AMA.

The biggest impact is simply that layering provides multiple servers worth of materials into a single server economy. That generates an intense supply of materials for what generally tends to be a smaller fraction of people “demanding” those materials (not as many people level non-gathering professions as you think).
There’s no real simple solution here, as layering is a necessary feature to ensure that long-term server health is viable. Blizzard expects (and I agree) that populations will decline over the next few months as nostalgia wears off for a non-trivial amount of players. They want to ensure the remaining population is healthy.
Their timeline here is that they expect populations to stabilize to a level that would not need layering by the start of Phase 2.
