Are they good in pvp and do they require gear to be good? Is their mana an issue in PvP like it is in PvE?
they are good. yes mana is an issue.
stack mp5 for longevity, spell crit and power for big dps.
Mana is only an issue if you survive long enough for it to be an issue.
So unless you’re playing with a competent premade where your front line will peel the warriors and rogues off you, going OOM will never be a problem.
I only play AV and I barely die as is while a healer but it might change if I go ele/resto

Do they do good damage? Yes.
But i dont understand the question “do they need good gear?”. I mean, this is world of warcraft. The only class that can do good in literal level 45 vendor whites is rogues in a open world 1v1. Everyone else needs decent gear to perform well.
What I mean is do they need good gear to be good. Do they NEED raid gear etc to even be viable. Like resto spec can be good even without raid gear but do I need raid gear to even be able to use elemental effectively.
They’re good if no one is on you, otherwise they’re good once every 3 minutes. I would say you need raid gear to be good as well.

There are classes that are much more gear dependent than others. Case in point an SL lock could reliably 1v1 pretty much any other class while wearing greens, but a Warrior in greens shouldn’t even bother.
Shamans are middle of the road for gear dependency. They have a lot of tools in their totems that can lead to outplay, but they’re dependent on burst and burst only comes with better gear.
Super fun in PvP. Not remotely competitive that I have seen with pure casters in PvE, especially at Raid level.

You can still blow ppl up with dungeon gear, but your hp pool and mana pool will suffer making you very short lived in a fight.
Going from full spell power dungeon gear to mc ony epics wont really increase your damage a whole lot compared to other classes but will rather make it so that you can sustain that damage way longer and survive much longer.

you can def 1 shot people easy and they are great dps and i would suggest ele over enh for sure. but if someone gets up on u then youre kinda screwed
You said “all classes are gear dependent”. OP was asking “to what extent?”. Your answer doesn’t include anything about extent.
Shamans, with their toolkit, are more dependent on gear than Warlocks, Mages, or SPriests, but probably less dependent than Warriors, or Druids. They’re probably tied with Rogues. Idk anything about LOLadins.

All dps specs are viable. Their damage is increased with raid gear.
Your best bet is high burst support. If you get in a 1v1 your mana bar should last you, but I’d buddy up because elemental shamans can stack a ton of damage all at once but if it fails it’s not very good.
Aye, Ele’s are really powerful and can drop ppl like a bad habit.
But Their big weakess is not having a reliable way to get space. If a melee gets on you it is really hard to deal with compared to the other caster classes.
This is correct. Engineering can alleviate some of that.
