If they did drop, they would’ve been purchased by the person with the most gold, and since they purchased the gold, they won by paying for it - not by rolling, not by loot council, not by DKP, not by EPGP, by paying real money for gold. This IS the definition of pay to win. The fact that you didn’t get every single item because ONE didn’t drop doesn’t absolve you of your Paying 2 Win.

No, the definition of pay 2 win is spending real money for player power that you can’t get by playing the game normally
For example the Lego staff next phase, imagine if blizzard sold a better version of that staff on the store shop for $49.99.
That would be actual pay 2 win because no matter how much you played you will NEVER match that staffs power UNLESS you paid.
Saying a game is pay 2 win without those aspects is just a dent head take.

Perfect example of this was World Of Tanks.
Every tank used the free ammo, but you could spend real money on premium ammo called gold ammo.
The ammo was superior in every way, it did more damage, had more armor penetration and had higher chances of causing fires.
That’s pay 2 win, no matter how much you played, a tank using gold ammo had an advantage and you couldn’t match that advantage unless you paid real money.
This isn’t some new definition, it’s been like this since it first came out.
Don’t care that you know of a game that fits YOUR example world.
