Wowhead says Torc of Passed Time is BIS, but I noticed Elemental Lariat has the same random secondary stats with stamina plus the added bonus of a gem proc. Does anyone know why wowhead would claim Torc of Passed Time is better than Elemental Lariat? Elemental Lariat looks superior, imo.
Are you asking for WW? Mistweaver uses Lariat but for WW I believe having the 2x Blue Silken Lining is better, but it’s probably worth following up in the monk discord to make sure

Yes for WW. The Torc has an embellishment slot compared to the Lariat’s gem proc, but I prefer the gem proc with vers or vers/mast gems over the HP% requirement buff. My HP is a yoyo in random group content. Isn’t mastery the least desired stat for WW?
Mastery is higher than Haste but lower than others. I was told that in any AOE situation BSL wins with very low uptime so that nothing else it really competitive, but in ST you need around 40% uptime to beat other options
